In 2007, Nelson Semino proposed (to some of the then friends and associates) the use the concept of Atmospherically Cumulated Buoyancy to be used as the energy source for an Atmospheric Spar Platform that could be used as a “Space Elevator” and “Launching Platform” for Single Stage To Orbit (SSTO) rocket systems.
